So I've been trying to get QTTabBar to install on Windows 10 1607 however no matter whether I try and install it via Chocolatey or by downloading the install, it never installs, Chocolatey silently fails which is great and the graphical installer fails when trying to install with a "Failed to extract files" error and something related to "NGEN state:" I made use of the logging functionality and that results in the following information:

If anyone has any ideas on how to fix this issue shy of nuking this god awful excuse for an operating system and relegate it to the pits of hell in exchange for reverting back to 8.1 where things just seemed to work, let me know.
